Is the report Folder shared with all users?
Below screenshot shows the users with folder is shared. I have shared it with myself as manager. Users who are able to see this folder have following permissions enabled on their profile. Any thoughts on this.

Can a report be shared with a viewer?
Yes you can do. In sharing rule in need to assign Viewer permission to user With Viewer access you can see the data in a report or dashboard, but you can’t make any changes, except by cloning it into a new report or dashboard. All users have at least Viewer access to report and dashboard folders that have been shared with them.
What happens when analytics folder sharing is enabled?
