Do user permissions override group permissions?
User takes precedence over group which takes precedence over other. When there are access control lists, the algorithm described above is generalized: If there is an ACL on the file for the process’s effective UID, then it is used to determine whether access is granted.
Which permission overrides all permissions?
As Full Control permission is the highest-level of file/folder permission that can be granted to a user (as it can also take ownership of a file or folder), it supersedes any explicit permissions set on any files or folders below it.
If you use share permissions and NTFS permissions together, the most restrictive permission will take precedence over the other. For example, if NTFS share permissions are set to Full Control, but share permissions are set to “Read,” the user will only be able to read the file or look at the items in the folder.
What is the difference between NTFS permissions and share permissions?

Remove the permissions for the user and leave them in the group then run the effective permissions tool and see what it says for the user permissions.
