How is surface reflectance measured?
Reflectance is measured by shining light on a sample and measuring the light reflected from the sample. Diffuse reflected light is the diffuse light reflected in all directions from rough surfaces, such as paper and powder surfaces. Total reflected light is the total combination of specular and diffuse reflected light.
Does Landsat 8 need atmospheric correction?
If you use the Landsat8 Level 2, then images are already atmospherically correct using ground data by USGS. If you use Landsat 8 Level 2 product by USGS, the TOA provided (TOA planetary reflectance, see with the band name mentioned “sr” surface reflectance). So no need to process anything.

Why is Landsat not suitable for water bodies?
Landsat atmospheric correction and surface reflectance retrieval algorithms are not ideal for water bodies due to the inherently low level of water leaving radiance, and the consequential very low signal to noise ratio. Similarly, surface reflectance values greater than 1.0 can be encountered over bright targets such as snow and playas.
