What is layout in Qgis?
It allows you to add elements such as the QGIS map canvas, text labels, images, legends, scale bars, basic shapes, arrows, attribute tables and HTML frames. You can size, group, align, position and rotate each element and adjust their properties to create your layout.

How to set print layout to portrait in QGIS 3?
It opens in landscape and Layout/Page Setup… allows for portrait, but the layout canvas remains in landscape. In 2.18 the “Composition” Panel has “Page Size” as its first item, with a drop down Landscape/Portrait control box.
