How do I import ADF into ArcGIS?
To import from ADF format:
- Choose File-Import from the main menu.
- In the Import dialog browse to the location of the files and double-click on the hdr.
- Either a drawing and its table or an image and its table will be imported.

What kind of file is an ADF file?
The ADF file is an ESRI raster GRID file component. See this link. I suspect that you moved portions of the GRID file using Windows Explorer and unknowingly failed to move all of the files associated with the GRID format. These data are now corrupted.

There will be second dialog asking which sub-layers to add; coverages are a composite datatype that can contain any combination of points, lines, polygons, and annotation. You can also add the .adf file directly, without choosing the directory type, but then you don’t get to choose which geometry to load.
