Why does my weight paint brush not work?
Double check the group you’re painting (by looking on properties/object data/vertex groups) and disable generative modifiers in viewport while weight painting, at least, if you’re still having trouble. Blue as in the individual bone is selected. When i watch tutorials they have the bone selected like they are in pose mode.
Why does Blender not work with weight paint?
You can parent bones before or after weight painting, it doesn’t matter. Other problems that can happen in weight painting are: Blender can switch your active group on mode changes; Blender 2.8 isn’t currently doing so hot when trying to weight paint a mesh with a mirror modifier (possibly other generative modifiers.)

To subtract weight, I generally use a multiply brush (with weight 0) rather than a subtract brush. It’s a little weird that you need weight 0 for multiply, so you might have to play with subtract brush settings to see how weight/strength interact. I’m just not familiar with subtract, couldn’t tell you.

Don’t know what you’re talking about with “parenting option when manually weight painting”– I see no weight painting options related to parenting in 2.8, and parenting is unrelated to weight painting. You can parent bones before or after weight painting, it doesn’t matter.
Why is weight painting not working in Blender?
If your mesh has a Mirror Modifier on (like mine had), you won’t be able to paint on the side that is mirrored (the one that displays no vertices on Edit Mode).

There are probably better ways to fix it, but since rigging and weight painting usually come last, it was not much of a problem to apply the mirror at this stage in my case. Make a copy of the mesh before anything to save you a backup.

However, I found another method that may help. If you have your deformation bones layer visible you can ‘Shift-Right Click’ any of the deformation bones to bring up the “Weight Paint Sample Group” dialogue box which lists the bones in that area you can paint.
