Is it possible to mix GPL with other GPL?
According to experts in open source licenses this is possible, especially with the wording in the latest GPLv3 draft. First, the easy cases. Both versions of GPL have a clause that allows “aggregations” of GPL covered software with non-GPL software.
Is it legal to use GPL code in a proprietary, closed?
An “original work” that uses code from another source is in fact a derivative work of both the original work and the other source, and it is the derivative work that is required to be licensed under the GPL. The original work remains under whatever licence it had before.
Why is GPL covered software better than proprietary software?
This is for two reasons: to make sure that users who get the software get the freedom they should have, and to encourage people to give back improvements that they make. However, in many cases you can distribute the GPL-covered software alongside your proprietary system.

Who is responsible for enforcing the GPL license?
Since the GPL is a copyright license, the copyright holders of the software are the ones who have the power to enforce the GPL. If you see a violation of the GPL, you should inform the developers of the GPL-covered software involved. They either are the copyright holders, or are connected with the copyright holders.
Can you sell a modified version of the GPL?
