Should bugs be estimated in story points?
A bug unrelated to the current Sprint should just be story pointed. The bug represents work the team needs to complete. This does not apply if the team reserves a fixed percentage of time for working on bugs during the sprint.
Why are bugs not estimated?
Long-term planning becomes more accurate. During long-term planning, you rarely estimate bugs because at the moment of planning bugs are yet unknown. Instead, tracking work items by type (e.g. planned, unplanned, bugs) will provide you with enough data to adjust any kind of long-term forecast.

Do you have to estimate the velocity of bugs?
Bugs reported during a sprint are often fixed within the corresponding story’s scope. So ideally, we do not need to add a separate estimate for it.
