What should I do if my VNC server is not listening?
Have you entered the remote computer’s IP address or hostname into VNC Viewer correctly, including a port number if required? If VNC Server is not listening on port 5900, enter :<1-99> for ports in the range 5901-5999, for example 192.168.5.127:80 for port 5980, and :: for all other ports, for example 192.168.5.127::80 for port 80.
Do you have to be connected to the Internet to use VNC?

How to sign in to VNC server on Raspberry Pi?
They both mention at some point something to the effect of: “On your Raspberry Pi, select Licensing from the VNC Server status menu, choose Sign in to your RealVNC account, and enter your new account email and password.” But my menu does not have this Licensing option – see the screen shot below.
