A guest user can always upload files in a Team, just as internal users can when they are member of a team.

Can external users upload files to SharePoint?
You will be able to create a folder in OneDrive and/or SharePoint Online where you can request an external user to upload files. The external user will then receive an email with the request link. Clicking on the link, they can then choose their files, and upload them.

- From your SharePoint site, select the folder you want to share, choose Share, and then click the link settings button.
- In the Link Settings window, make sure Anyone is selected.
- Optionally, select the Allow editing check box and enter an expiration date for the link.
- Choose Apply.
How do I share files on teams outside an organization?

- Next to the file tap More options. > Copy link. This lets you share a link outside of Teams. Or.
- Tap More options. > Send a copy. This will download a copy of the file to your phone. You can then choose how you want to share it.
Can I embed a document in Microsoft Forms?
If you want users to be able to insert files on a Microsoft Office InfoPath form, you can use a file attachment control on your form template. Users can use this control to attach files to your form, and the files are then encoded and saved with the form data.
Upload files from Explorer to your OneDrive or SharePoint sites library
- Open the OneDrive or SharePoint site library.
- Select Upload at the top of the Documents library.
- In the Add a document dialog box, select Browse to upload an individual file.
- When you’ve selected the file or files to upload, select OK.
How to allow external users to upload files?
I’m attempting to create a form for external users using Microsoft Forms that capture user information (name, address, email, phone, description, etc.) and also allows the user to upload multiple files (images, word doc, pdf, etc).

Can you upload a file to SharePoint Online?
Unfortunately, file upload can not be used in MS Forms when the form is available to users external to the organization. Is there a workaround for this limitation? None of the external users should have access to submitted forms or uploaded files or any other features of Sharepoint.
