This can be changed in the particle settings under either Physics or Render (when using a display type that allows this) with the Size slider. You can also change the size of your particle objects by scaling the main object(s) you are using but it’s best to control the size via the particle settings.
How do you change the Particles in blender?
Switch to Particle Edit from the Mode select menu in the header of the 3D Viewport to edit the particle’s paths/Keyframes. You may need to press T from within the 3D Viewport to see the Particle Edit panel. Move to the frame you want to edit and use the various Particle Edit tools to edit your simulation.

If you really need to rotate it in Edit Mode, you have to rotate it by adjusting the rotation values, located on the editor right window. Notice that, if you rotate in Object Mode, the rotation values will change. But if you try to rotate in Edit Mode, the rotation values does not change.
