Why does my paintbrush not paint over weights?
Whenever I try to edit the weights of my rigged mesh (the bones are working properly and appropriate colors show up in weight paint mode), my paintbrush simply won’t paint over or subtract the weights.

Do you use a multiply brush or a subtract brush?
To subtract weight, I generally use a multiply brush (with weight 0) rather than a subtract brush. It’s a little weird that you need weight 0 for multiply, so you might have to play with subtract brush settings to see how weight/strength interact. I’m just not familiar with subtract, couldn’t tell you.
Why is weight painting not working in Blender?
If your mesh has a Mirror Modifier on (like mine had), you won’t be able to paint on the side that is mirrored (the one that displays no vertices on Edit Mode).

Umm… do you have the vertice group you want selected when you go into weight paint mode? because without a target, blender doesnt know where to put the data your trying to paint and kind of ignores you Are you using mouse? If so, then look at the brush setting.
How do you paint the vertices of a mesh?
To do this you need to select which vertices you need to paint first then paint them. So select the vertices as shown below using shift + right mouse click, then paint them using left mouse click. Updated .blend file can be found here. choose the whole mesh and press Alt + M > Merge by Distance and remove all the doubles and try again.
Do you need to brush over vertexes to paint?
Paint only works on vertex. So, you need to brush over where vertexes are. Thanks for all your responses, but I reinstalled Belender and the tool works fine now. Im pretty sure I was painting on the verticies, but whatever.

However, when I right click on a bone and I try to move it, the meshes of the character don’t move; Only the bones do it. What am I doing wrong? In Object Mode select all objects but the armature. Press Ctrl – J (join) . Parenting with Automatic weights fails due to duplicated vertices.
Why does my mesh not move with the bones parented to it?
I had a part of my mesh that was weighted to a particular bone, but when I moved the bone, the mesh didn’t move. After trying many of the steps listed above to no avail, I finally thought to glance at the bone’s properties. As it turns out, the deform property for that bone was disabled somehow.
