What is a passive rigid body?
Passive Rigid Bodies won’t be affected by any fields, but can collide with other rigid bodies. A good example of a Passive Rigid Body is the ground. It doesn’t fall with gravity (technically it does I guess…) but other ridig bodies can fall on it. Passive Rigid Bodies are useful because you can give them keyframes.

How to make rigid body objects behave realistically?
In order for Rigid Body objects to behave realistically, they need to have a consistent Scale in each of the X,Y,Z directions. To achieve this, select all links in the chain and press Ctrl + A and select ‘Scale’.
How does rigid body collision work in Blender?
Under the rigid body collisions there is a choice of mesh source, which can be set to base/deform/final. I have not tried it, but maybe setting the collision mesh source for belt in the rigid body sim as ‘final’ will enable the sim to detect the collision between the sphere and belt.
