Not all web templates include this feature and it is not something that can be enabled. The edit links option would only be available for some site template like Team site, Publishing site,Personal site, Project site. Please check if your site template is valid for “Edit Links” option. Where do I find the top link bar?
Go to Settings (gear), Site Settings and see if you have either “Top Link Bar” or “Navigation”. You probably have “Navigation”. If so, click it and review the options selected. Thanks for the response, Mike. We have “Top Link Bar” as the option and we can add and remove items from that list.
