Why are global and current navigation not updated in SharePoint?

On our SharePoint site, the global and current navigation areas do not update on classic pages when they are edited. The edit option appears on the page, but if I add a link to the navigation, it will save but then nothing will appear. However, if I go to the Site Contents or Site Settings, the navigation has been edited without issue.
