We’re using O365 SharePoint and a Modern UI for our Site Collection, and eventually I was able to navigate to Site Settings > Site Collection Features. When I try to Activate SharePoint Server Publishing Infrastructure, it fails giving a Technical error.
It’s hard to tell if any Feature Activation steps were missed / incomplete due to the error you got. Since SharePoint tells you the Feature is “Active” now everything should be OK. The error might have happened while reloading the Features page after pressing pressing the “Activate” button while everything else went just fine.

No, as per Microsoft the SharePoint server publishing infrastructure feature is disabled or hidden in the SharePoint Online communication site, which means technically it does not support the communication site.

Is it possible to enable publishing in modern?
You are unable to do this for various reasons, the first being that scripting is disabled in the Modern UI. It is not recommended to enable publishing in Modern for multiple reasons, one being that Modern UI doesn’t support MasterPages/page layouts.

Do you need admin privileges to enable publishing features?
You must have admin privileges to enable publishing features. The classic publishing site templates includes the publishing features by default. Classic publishing features are not available on modern communication sites. Modern communication sites provide a newer alternative by default. Select your version of SharePoint from one of the tabs below:
