How to restore a farm from a backup?
You can use Central Administration to restore a farm or components of a farm. Verify that the user account that is performing this procedure is a member of the Farm Administrators SharePoint group. Can a content database be back up at the same time?

1.Open a new site in SharePoint designer. Go to File menu and select New -> Website. 2.Now select ‘General’ website and choose the option ‘Empty Website’. 3. You may specify the location of the new website in the field provided either by typing the URL or by clicking on the ‘Browse’ button.
