- In the Microsoft 365 admin center, navigate to Groups.
- In the Group details window, on the Members tab, click View all and manage members.
- Click Add members.
- In the Add members list, select the Contacts you created.
- Once Group members were added, click Close.
- Click Close.
- Click Close once again.
Can a unlicensed user access Office 365 online?
Based on my test, the newly created unlicensed user can access the public SharePoint site (Everyone except external users can access it directly) and can’t access the private SharePoint site directly. The unlicensed user in Office 365 can’t use most of the service: OneDrive, Office online, Exchange online etc.

Internal users without licenses will be able to see content to which they have permissions, but will not be able to make any changes. External users will be able to do whatever they have been giver permission to do.
