Why is my user profile not created in AD?

Some new users added in AD for half year but his profile is not created in SharePoint UPS. The problem is the situation is not occurring to all but only SOME of AD accounts. May I have your advice what could be the possible reason?

Try doing a sync manually meaning re-importing. that should clear the problems. Make sure timer services and user profile sync services are running properly. Why is my Active Directory not syncing my user profile?

For some reason it is not able to resolve the person from the distinguished name in AD. The manager in AD does have a User Profile record so I know it’s not because it cannot find the user. I am not seeing any errors in the ULS logs so I’m not sure where else to go from here to get the manager to sync.
