In SharePoint in Microsoft 365, you can create subsites with classic templates only. The publishing tab is only available when you enable the SharePoint Publishing Infrastructure, and only as a subsite from a top-level, group-connected team site.
When do you need a custom site template?
Custom site templates are often used to deploy solutions in other sites or to provide site consistency within your organization. For example, you may have a standard policy on project management, and so you require the use of a custom project site template for all new projects.
