Hi Patrick.I, All users having the same permission are able to upload the documents except one. Kindly ask the User to clear her browser cache and then try to upload the file. Kindly check uploading the same document that she is trying to upload (but she couldn’t) into the same document library.

Why is a user not able to upload a document?
Please try to go to Central Admin >Application Management>Policy for Web Application, check if the user has added to the Global Security Policy which is an override for all other permissions. If the user’s permission is denying write, he cannot upload the file. Let me know if I misunderstand you. The user isn’t in the Global Security Policy.
