Do people who dont speak English code in English?
They are their own language that happens to have words that LOOK like English but are not. Non-programmers demean the art but calling us coders but we are actually multilingual with each programming language having its own sentence structure and syntax. You don’t need to speak English to code.
Do you need to speak English to be a programmer?
Most programmers don’t speak English. I worked with many programmers who had the most basic language base in English and they could write amazing code. Of course knowing English can help you learn easier it helps you understand the meaning of the commands you are typing.

Scratch has even done a study showing that children who learn to code in a programming language based on their native language learn faster than those who are stuck learning in another language. What happens when these children grow up?

The idea seemed like an impossible feat, but clearly people around me had learned to code in a language other than their native tongue. First things first, not all programming languages are in English, however the keywords used, for almost all languages, are in English.
