I run PIA vpn. People have written utilities that close torrent clients when the vpn is detected as disconnected. uTorrent does NOT have this functionality built in. Look for VPN Watcher. Note that uTorrent is terminated by the watcher when the VPN becomes disconnected. When the VPN reconnects, it restarts uTorrent.
