What is impact assessment in Monitoring and Evaluation?
Impact assessment is concerned with making judgements about the effect on beneficiaries of humanitarian interventions. It is a function of the results chain and is an integral part of Monitoring and Evaluation and should be incorporated into the design of a Monitoring and Evaluation framework (see Module 2).
What is the difference between monitoring and impact evaluation?
Monitoring and evaluation (M&E) usually refers to non-causal evaluation, whereas impact evaluation specifically refers to evaluation that can attribute a particular effect to the program itself. Impact evaluation allows one to say whether a program itself was responsible for an observed outcome.
What is monitoring and impact management?
The impact monitoring system constitutes a management cycle that start with the planned results (planned output and expected outcomes and impact). Planned results are systematized in a “results framework” or “impact model”. Monitoring compares planned results with actual results.
How do you monitor and evaluate an impact?
Monitoring and evaluation, and impact evaluation methods
- Tracking Adaptation and Measuring Development (TAMD)
- Social Assessment for Protected Areas (SAPA)
- Process tracing.
- Social learning.
- Participatory Learning and Action.
- Participatory mapping.
- Theory of change.
- Outcome Harvesting.
What are the methodologies for impact assessment?
Methods
- Scoping (e.g., checklists)
- For qualitative analysis (e.g., focus groups)
- For quantitative analysis (e.g., life-cycle assessment, material flow accounting, modelling)
- Aggregation and comparison of options (e.g., cost–benefit analysis)
- Analysing coherence (e.g., Gender IA)
How do you assess impact?
What Are the Steps in Implementing an Impact Assessment?
- Select the Project(s) to be Assessed.
- Conduct an Evaluability Assessment.
- Prepare a Research Plan.
- Contract and Staff the Impact Assessment.
- Carry out the Field Research and Analyze its Results.
- Disseminate the Impact Assessment Findings.
How do you evaluate an impact?
There are three broad strategies for causal attribution in impact evaluations:
- estimating the counterfactual (i.e., what would have happened in the absence of the intervention, compared to the observed situation)
- checking the consistency of evidence for the causal relationships made explicit in the theory of change.
What is an impact analysis tool?
A business impact analysis (BIA) predicts the consequences of disruption of a business function and process and gathers information needed to develop recovery strategies. Potential loss scenarios should be identified during a risk assessment.
How are monitoring and evaluation, and impact evaluation methods used?
Monitoring and evaluation, and impact evaluation methods Tracking Adaptation and Measuring Development (TAMD) Social Assessment for Protected Areas (SAPA) Process tracing Social learning Participatory Learning and Action Participatory mapping Theory of change Outcome Harvesting
How are program evaluation and performance measurement at the EPA?
Program Evaluation and Performance Measurement at the EPA Performance measurement and program evaluation can both help identify areas of programs that need improvement and determine whether the program is achieving its goals or objectives. They serve different but complimentary functions:
What’s the difference between performance measurement and program evaluation?
Program evaluation, however, uses measurement and analysis to answer specific questions about how well a program is achieving its outcomes and why. So, performance measurement data describes program achievement, and program evaluation explains why we see those results. What is program evaluation? What types of program evaluations are there?
How are performance measures used in the workplace?
Performance measurement is a way to continuously monitor and report a program’s progress and accomplishments, using pre-selected performance measures. By establishing program measures, offices can gauge whether their program is meeting their goals and objectives. Performance measures help programs understand “what” level of performance is achieved.
