Does theory give meaning to data?
It’s equally true that you can’t actually have theory without data. A theory is always about something that you think is going on in the world, so you can’t have something to theorize about without first seeing something happen in the world (i.e. data). But what you can do is be lazy with theory or be lazy with data.

Theory is not data, facts, typologies, taxonomies, or empirical findings. Data, facts, and findings operate at the empirical or observational level, while theories operate at a conceptual level and are based on logic rather than observations. There are many benefits to using theories in research.
