How to scale the size of a tikzpicture?
Using scale = 0.25 to the \\begin {tikzpicture} [] only scales coordinates, but not node sizes. For complex things like tikzpicture s I recommend my adjustbox package. Here you can specify the maximal size, e.g. in factors of the text width and height. Note that the text height also includes the head line.

How to scale a tikzpicture for a beamer slide?
I have the following Beamer slide: and I got the code mostly from here. The only problem is that it doesn’t fit in the beamer slide. It isn’t auto scaled, and it runs way off the bottom. I have tried adding scale = 0.25 to the \\begin {tikzpicture} [] but that didn’t do anything at all.
Do you need to scale coordinates in TikZ?
All coordinates will be scaled, whereas individual objects (text, line thickness, rounding of corners etc) will not scale. Most of the time that is what you want, you do not want to scale carefully typeset pieces of text, you do not want to make lines ridiculously thick, or too thin to actually print.
Can you use transform canvas in TikZ 3.00?
With newer versions of TikZ, you can also use the transform canvas option, as detailed in section 25.4 of the TikZ 3.00 manual: One tends to define a base length and draw everything in terms of it. This seems to scale nicely and avoids some of the draw backs of post-scaling. Sometimes one needs to control this from their text as well.
