Does Cloudflare work with Tor?
Onion Routing allows Cloudflare to serve your website’s content directly through the Tor network, without requiring exit nodes. This improves Tor browsing as follows: Tor users no longer access your site via exit nodes, which can sometimes be compromised, and may snoop on user traffic.

Cloudflare may have temporarily blocked your non-Tor browser based on your shared IP with a flagged web scrapper. Future blocks are for some reason applied based on this first browser fingerprint and not IP. The block does not affect your second device because its fingerprint doesn’t match the initial one. This is merely a theory.
Can you attack a website that uses Cloudflare?
This allows attacking a website that uses CloudFlare directly (bypassing the WAF, Rate Limits, DDoS Protection and much more) or even un-hiding a Tor hidden services operator identity.
