Update: It turns out I had an outdated driver installed from the disk the dongle came with, which until fully uninstalling from the disk my PC continued to default to. After uninstalling and just plugging in my dongle my PC has recognized it and allowed access to Bluetooth features. Thank you for all your help and assistance.
