What is traffic load balancing?
Load balancing is defined as the methodical and efficient distribution of network or application traffic across multiple servers in a server farm. Each load balancer sits between client devices and backend servers, receiving and then distributing incoming requests to any available server capable of fulfilling them.
Does outbound traffic go through load balancer?

Each load balancer node distributes its share of the traffic across the registered targets in its scope. If cross-zone load balancing is enabled, each of the 10 targets receives 10% of the traffic. This is because each load balancer node can route its 50% of the client traffic to all 10 targets.
What is outbound SNAT?
Outbound rules enable you to explicitly define SNAT (source network address translation) for a standard public load balancer. This configuration allows you to use the public IP or IPs of your load balancer for outbound connectivity of the backend instances. Reduces the number of public IP resources for deployment.
