What is implementation outcome?
In implementation research studies, implementation outcomes describe the intentional actions to deliver a policy or an intervention(18, 78); they are distinct from, but related to, health outcomes.
Why is it important to change policy?

Policy change occurs through interactions between wide external changes or shocks to the political system and the success of the ideas in the coalitions, which may cause actors in the advocacy coalition to shift coalitions.
