Are Google Groups free?
There are two versions of Groups—the free version for everyone, and a version for organizations (work, school, and so on). The tasks you can do and features you can access depend on which version you have.

If there isn’t any option to request or join , you can only join the group by direct invitation from a group owner or manager. If you know a group owner or manager, contact them and ask them to invite you. If you don’t have a Gmail address, you can still join groups.
Can a group be created by anyone in an organization?
Anyone in this domain can create groups. Only users in your organization can create groups using your Groups service. If you later turn off this option, existing user-created groups remain active. Messages can still be sent to user-created groups.
