- Sign in with your Apple ID if you need to.
- Search for the command line package you want to download (I’m going to use the latest stable Command Line tools for Xcode 10 and macOS Mojave).
- Press the link on the right side and wait for download to complete.

Click the download arrow next the simulator you are installing and you should see the progress bar move a lot faster this time. XCode is now using the manually downloaded file instead of downloading a new file from the Apple servers.

As mentioned in the comments, if you already have Xcode installed the process is quite simple. Start by copying Xcode from the Internal HD to an External drive, rename the original and run the commands from step 4 & 5, and this should do the trick. If so, delete the original (now renamed) directory / app bundle.
