How was the FAA created?
Origins of the FAA The successful use of military planes during WWI allowed many to see the potential flight could have for commercial use (i.e., passenger planes). In the years following the war, the Air Mail Act of 1925 was established as a means to produce and regulate commercial airliners.

How is the US aviation system funded?
The Trust Fund provides the primary source of funding for FAA and receives revenues principally from a variety of excise taxes paid by users of the national airspace system. Revenues deposited in the Trust Fund are subject to congressional appropriations and included in the federal budget.
