What is an FAA notice?
FAA orders, notices and bulletins are documents that provide information to FAA employees. These documents are essential sources of information on what the FAA expects of applicants and certificate holders. Most of these documents can be obtained on the FAA’s regulatory and guidance library.
Are FAA Advisory Circulars mandatory?
This AC is not mandatory and is not a regulation. This AC describes an acceptable means, but not the only means, to comply with Title 14 of the Code of Federal Regulations (14 CFR). However, if you use the means described in this AC, you must conform to it in totality for requiredinstallations.

Advisory circular (AC) refers to a type of publication offered by the Federal Aviation Administration (FAA) to provide guidance for compliance with airworthiness regulations, pilot certification, operational standards, training standards, and any other rules within the 14 CFR Aeronautics and Space Title.
How are FAA rules and regulations enforced?
Legal enforcement action may be taken where the FAA legal staff determines that a violation has occurred. Action may take the form of a civil penalty or a certificate action. The FAA will issue a Notice of Proposed Civil Penalty (NPCP), which is a monetary penalty levied for regulatory violations.
How does a warning notice from the FAA work?

When does the FAA issue a notice of proposed Certificate action?
The FAA will issue a Notice of Proposed Certificate Action (NPCA), which is a demand that the alleged violator respond, or suffer certificate amendment, revocation or suspension. A NPCA can be issued on a regular or emergency basis.
