Can you run a motor at lower voltage?
Operating a motor at a voltage below nominal generally has no detrimental effect on performance. In fact, running a motor at lower than nominal voltage (and, therefore, slower than nominal speed) can result in less brush and commutator wear (for brushed motors), lower current consumption, and longer motor life.
Is low voltage bad for motor?
Of course, the same is not true of motors. Just as higher voltages can help reduce motor operating temperatures, low voltage is a major cause of motor overheating and premature failure. A low voltage forces a motor to draw extra current to deliver the power expected of it thus overheating the motor windings.

Is the DC motor speed proportional to the PWM duty cycle?
In my understanding, the DC motor speed is supposed to be proportional to the drive voltage applied. So, if VDC is fixed, IMHO, the motor speed is supposed to be proportional to the PWM duty cycle because the motor drive voltage is VDC*PWM_dutycycle. However, this was far from the actual case.
What should the nominal voltage of a DC motor be?
