What is on a circuit board?
Overview. A basic PCB consists of a flat sheet of insulating material and a layer of copper foil, laminated to the substrate. A printed circuit board can have multiple copper layers. A two-layer board has copper on both sides; multi layer boards sandwich additional copper layers between layers of insulating material.
Why do circuit boards have capacitors?
Capacitors are widely used in electronic circuits for blocking direct current while allowing alternating current to pass. In analog filter networks, they smooth the output of power supplies. In electric power transmission systems they stabilize voltage and power flow.
Can you touch a circuit board?
Boards are generally 4-6 layers thick, pressed together during the manufacturing process. Touching boards can release static discharge (like when you sometimes touch metal). Use an esd strap or at least ground yourself on metal before touching the board; lift around the edges whenever possible.

Why are black and red circuits located on separate power busses?
The key factor is that the black and red circuits must be located on separate power busses. Each of these power busses is out of phase from each other, which prevents the neutral wire from becoming over loaded. So what you see is completely legal, and the inspector was doing a fine job.
Great question Charlie. Actually this is a very common circuit which is known as the Mulit-Wire Circuit where the neutral wire is shared by both the black and red circuits. The key factor is that the black and red circuits must be located on separate power busses.
