To remove them you must add more solder, such that it forms a glob on both rows of pins. Then alternatively heat each side, until you can gently wipe the part off the board. Larger quad packs require a heat gun. Just heat the part with a high power heat gun, and use an Exacto knife to flip the part off.
Is there a way to replace surface mount?
Replacing Surface-Mount Parts Sometimes you may need to replace a surface-mount component. There is one method I have found works very well for fine pitch parts. I use a sharp utility knife to cut the leads right at the body of the part.
