What happens when coolant runs out?
Your engine could overheat. Coolant helps pull heat away from the engine. So, without enough coolant, the engine could overheat or seize up. Continued use of an overheated engine could lead to permanent damage, such as pistons welding to the cylinders.

From a cold start, you could probably go for at least 1km, maybe 2. If you were driving and the radiator was shot and got emptied, I doubt you can go 400m. If you do that, start the engine and drive straight off, accelerate gently up to 40-50km/h, put on neutral and let it coast.
Does a small amount of dried coolant warrant replacing?

Taking off a radiator cap of a hot engine is not a good idea because after you relieve the 14 PSI radiator cap it will cause the coolant to come out of the radiator. Sometimes in a violent manner. Getting sprayed with 200 degree water can cause serious burns. My coolant reservoir looks empty in the morning.

Coolant in the radiator is 100% full. When you start the engine the water begins to warm. As this coolant warms, it expands. This expelled coolant moves against the spring in your radiator cap. It travels down the overflow tube and into the bottom of the coolant tank.
