Are group owners also members?
Owners are only added as owners and not as members on Office 365 groups.

In the details pane, on the Members tab, select View all and manage owners. Select Add owners. Select the check box next to the name of the member you want to add. Select Save, and then Close.

@Michael Böhm , we see the EXACT same issue, where after the owner is made both an owner & a member in the group, the Teams application only sees them as a member. The group & Teams admin center both still show the user as an owners, but they can no longer manage the team.
