I’m having problem with my SharePoint 2013 people picker. It doesn’t shows any AD users at all. But strangely, when I pick/search people in its Central Administration site, all my AD users are shown. Both of the site are on the same server and of course were installed as a same package of sharepoint installation.

This is not related to UP Sync. Make sure your web app accounts have permissions to make AD lookups (add them to Domain Users) as the People Picker is run under this security context. Thanks for contributing an answer to SharePoint Stack Exchange!

1) If the image is synched to exchange online (EXO), and if it still does not showup in people web part, then microsoft would “Run a sync on the tenant” as per their support engineer which fixed it for one user 2) For a different user I found that the picture was not synced to EXO.
How to add people picker control in SharePoint?
Adding the picker to your add-in is easy: In your markup, add a container element for the control and references for the control and its dependencies. In your script, call the SPClientPeoplePicker_InitStandaloneControlWrapper global function to render and initialize the picker.
Is the people picker working with all domains?
The people picker is working now with all the domains. I have now only one problem. When I go to the permissions page of a list, site or whatever and try to give some user permission it gives me an error. The user is comming from this domain: “domainjax”.
This means that for SharePoint the old user with username domainjax\\JohnDoe is not the same as the re-created username domainjax\\JohnDoe. In order to check this you need to compare the SID of the AD-account with the SID of the account in SharePoint. If these two SID’s don’t match, you have 2 different accounts.

Where to find external user account in people picker?
External users need to log in SharePoint site, then they’ll be in the user information list. So, please try to log in SP site using external user account then test whether you can find this account in people picker.
External users typically cannot be found unless they are cached (as discussed above) or if they are in the user information list for the current site collection. External users need to log in SharePoint site, then they’ll be in the user information list.
