Can 2 iPhones use the same iCloud account?
You can still use one AppleID for the App, iTunes and iBook stores if you wish (although family sharing would be the recommended way to deal with shared content). But if you wish privacy then you must use separate AppleIDs for iCloud, FaceTime and iMessage.

You sync two, the same way you sync one. Anything synced via the computer would need to plug into the computer and sync via iTunes. Items synced via iCloud do not need to be plugged in to the computer. You need to have internet connection to sync info among devices.
