Can a current source supply power?
The voltage across an ideal current source is completely determined by the circuit it is connected to. When connected to a short circuit, there is zero voltage and thus zero power delivered. The compliance voltage is the maximum voltage that the current source can supply to a load.

How does a constant current source power supply circuit work?
This increase in conduction of Q3 allows more current to flow through the load and the 0.1-ohm resistor. If the current flowing through the resistor goes beyond 1 amp, then the voltage across the 0.1ohm resistor becomes greater than 0.1V.
