iCloud storage is tied to the Apple ID. Your iPhone and iPad should share the same storage as long as they are both logged in to iCloud using the same Apple ID. Have you double-checked the ID used for iCloud on both? Also, what are you seeing (or not seeing) that makes you think they aren’t sharing?
