Those drop down tools don’t drop down in Page Layout view, at least they don’t for me, but they work just fine in Normal View. Found the answer. Without realizing it, the spreadsheet I was working on was on Page Layout View rather than Normal View, which is found under the View Menu.

The reason of this behaviour is the default setting for the mouse in Windows 10. By default the setting Scroll inactive windows when I hover over them in the Windows settings is turned on. If you switch this setting off, you can scroll again through large dropdown-menus.
