After you upload videos, access them any time to edit their descriptions, add filters, and more. From the menu on the left of the dashboard, select Videos. To reorder the videos in your list, hover over the video and select and hold Options (three dots). Click and drag the video to where you want it on the list.

It doesn’t help that there’s no link in the new Beta Studio to edit playlists as yet, so when you are on your channel paste: https://www.youtube.com/view_all_playlists into your browser. Here you can see all your playlists and the option to edit them. Click edit and you can then drag the videos into what order you like.
