Does PSU need to be grounded to case?
No. It is of course better/safer to have it grounded, but not really necessary. All my power outlets are without a “ground-pin” (except one in the kitchen and one in the bathroom) and I have had (2-4) computers connected without issue for about 12 years.
Can I use my power supply to ground myself?
Grounding yourself to the power supply is fine as the casing is meant to be handled by users. It would become a problem if you were touching the internals. You can certainly ground yourself to the case, or power supply and you’ll be perfectly safe.

it’s fine to attach them together. in some cases where you have an external power supply brick, and you are having noise issues, you have to tie the negative voltage wire (-) to the ground of the computer power supply. make sure your output of your supply is isolated from line voltage before doing this.
Should the PSU be physically grounded to the case via?
If you really want to encourage this persons OCD, then what needs to be done is to connect the computer case to 4 gauge copper wire, which you would then run to an eight foot copper stake driven in to the earth under the house. Only then would proper grounding be assured!! :haha:
