(1) If a Veracrypt volume is mounted, and I permanently delete (shift-del) a file from inside that volume, and the volume stays mounted, someone (with the right tools) can recover the deleted file from the hard drive just as they would be able to do with a file deleted from a normal, unencrypted hard drive.

Can you access unmounted files in VeraCrypt?
Without the correct password, PIM and/or keyfile (s), you will be unable to access the unmounted container file. PS: Be sure to dismount the file container before rebooting or shutdown. You can set this in the Settings > Preferences Auto-Dismount section.

Is there any risk in using VeraCrypt as a decryptor?
If your whole system is encrypted (the only way IMHO) the only risk is being hit over the head / computer grabbed etc while Veracrypt is empowered to decipher (aka mounted).. In which case your attacker has used you (rather than a quantum super-computer) as the decryptor..
