Does voltage go to ground?
It can’t flow “to” ground, because there is nowhere for it to flow to. There’s no difference between ground and a wire dangling in the breeze. Electricity flowing to ground in high voltage systems has nothing to do with the fact that they’re high voltage.
What does it mean when a circuit is grounded?

Also, it is important that the premises wiring — including extension cords and plug connections — not be crossed anywhere from the circuit under investigation all the way back to the building breaker box.
How does an oscilloscope show the voltage between probe and ground?
The oscilloscope will show the voltage difference between the tip of the probe and the ground of the probe. Most scopes have 1 MΩ resistance between tip and ground, so the voltage you are measuring is affected the same as putting a 1 MΩ resistor between the two points you are connecting tip and ground to.
