Can you use an external APFS drive on an old Mac?

Perhaps you need to run the Samsung utility to update the firmware and then to remove any proprietary software from the disk as well. It is my understanding that as of 10.13, that external SSD drives are APFS data-only at this time, and can not be made APFS bootable.
