The only thing which fixes the problem seems to be to move the database into another folder (eg C:\\applicationname) which is not best practice OR running the application with Administrator privileges by changing the shortcut. I ran computer management and went to shared Folders, and deleted any sessions the user had open, but no change. rebooted the server overnight, same issue. users can only open the files as read only, and they cannot save it to the public folder, they can save to their desktop, or their documents folder.
